Question:
What is required of one who resides in the sacred precinct of the city? And what are its exact boundaries? May Allah reward you with good.

Answer:
He must be wary of what Allah has forbidden in the sacred precinct; such as hunting... cutting down trees, and the like. He must also be wary of all sins and religious innovations in the sacred precinct, and elsewhere. However, what is specific to the sacred precinct, such as hunting and the like, he must avoid in the sacred precinct of Madinah and the sacred precinct of Makkah, because the Messenger (peace and blessings be upon him) warned against that.
He must also be wary of all sins, because their sin is greater in the sacred precinct, in the sacred precinct of Madinah and the sacred precinct of Makkah. Therefore, it is obligatory that his wariness of them be greater than his wariness in other places, and that he fear Allah in this. The residents of Madinah and the residents of Makkah must be extremely wary of sins, because the sin of sins in Makkah and Madinah is more severe than their sin in Ta’if, or in Najd, or in the Levant, or elsewhere.
It is obligatory for the residents of the two sacred precincts to fear Allah to the utmost, to be wary of what Allah has forbidden them, and to hold themselves to account; so that they do not fall into what Allah has forbidden. For the sin in them is great and severe, and its sin is greater than committing it outside the two sacred precincts. Just as the good deed is multiplied in the two sacred precincts, having a special merit, and in the two mosques it has a special merit. One should increase in acts of obedience in the two sacred precincts, and increase in good, and be extremely wary of all sins.
