The Shaykh : If a person travels from Madinah to Makkah with the intention of performing 'Umrah, it is obligatory for him to enter the state of ihram from the miqat, which is the miqat of the people of Madinah, known as Dhul-Hulayfah, currently called Abiyar 'Ali. It is not permissible to pass beyond it, based on the authentic hadith of Ibn 'Umar in the two Sahihs, in which the Prophet (peace and blessings be upon him) said:
The people of Al-Madinah begin their Hil (Ihram) from Dhul-Hulaifah يهل أهل المدينة من ذي الحليفة

. The word "yuhill" is a noun used in the sense of a command. However, if one passes beyond it, if he is ignorant, he is not sinful, but he owes a fidyah for leaving an obligatory act; he must slaughter it in Makkah and distribute it to the poor. So we say to this brother who entered ihram from Makkah for 'Umrah: You left entering ihram from the miqat, so you must slaughter a fidyah in Makkah and distribute it to the poor, either by yourself if you go to Makkah, or by an agent you appoint to slaughter it there and distribute it to the poor.
