Answer:
Yes, yes, everyone is obligated to maintain ties with their relatives as mentioned, they are all equal in maintaining family ties, and in dutifulness to parents, like the rest of the deeds, except for what is specified by evidence; so the woman must maintain ties with her relatives: her parents, her children, her brothers, her sisters, her paternal uncles, her paternal aunts, her maternal uncles, her maternal aunts, her paternal cousins, her paternal aunt’s children.. and so on, the closest then the next closest.
The Prophet (peace and blessings be upon him) said when a questioner asked him, saying: O Messenger of Allah! Who is the most deserving of my good treatment? He said:
Your motherأمك
He said: Then who? He said:

Your motherأمك
He said: Then who? He said:
Your father, then the closest then the next closestأبوك، ثم الأقرب فالأقرب
Thus one starts with the parents, then the closest then the next closest, his children then his brothers, and so on, yes.
With kind words, and maintaining ties with relatives, with wealth, and consoling the poor.. with intercession for the oppressed.. with helping to deter the oppressor.. with teaching the ignorant.. with enjoining what is right, forbidding what is wrong, all of this is maintaining ties with relatives, with wealth, and with action, and speech, with wealth, and with good action, and with good speech, all of it is maintaining ties with relatives, all of it is dutifulness to parents.
And likewise the pure, sound visit that has no harm, this is maintaining ties with relatives, also the care to ask about him, and his conditions, and helping him in what he may need, and visiting him when he is sick, and making du'a for him in his absence, all of this is maintaining ties with relatives, covering for him if he slips, not exposing him to people in what is between him and Allah.. and so on of what benefits his relative in religion and worldly life, all of it is maintaining family ties.
But he does not maintain ties with him through disobedience to Allah, he does not maintain ties with him through sins, or through compromise, and not forbidding what is wrong, he maintains ties with him with what Allah has made lawful, and what Allah has prescribed, not with what Allah has forbidden, may Allah guide everyone, yes.
