The questioner says: "O His Eminence the Shaykh, this questioner is from the UAE. I heard that there is a verse in the Book of Allah , which is in the saying of the Exalted:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لا تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ
[Al-Zumar: 53]. She says: I heard that this is the most hopeful verse in the great Qur'an. What does that mean?"

Because Allah, Glorified and Exalted is He, has promised forgiveness, promising the Muslims forgiveness, so in this sense it is the most hopeful verse, even if they died with great sins, if they repented from them. The scholars, may Allah have mercy on them, agreed that this verse is for those who repent, and it is the saying of the Exalted:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sinsقُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لا تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا
[Al-Zumar: 53], meaning: for those who repent, from shirk (associating partners with Allah) and what is less than it, whoever repents to Allah; He accepts his repentance if it is sincere, when he regrets what has passed from him, and abandons it, and resolves not to return to it; Allah forgives him, whether it was shirk, or zina (unlawful sexual intercourse), or khamr (intoxicants), or otherwise. The important thing is that he regrets it with sincere regret, and abandons it, and leaves it; out of fear of Allah, and exalting Him, and being sincere to Him, and he resolves with a sincere resolve not to return to it. These are three conditions:
The first condition: regret for the past.
The second condition: abandoning it, leaving it, and guarding against it; out of exalting Allah, and obedience to Allah.
And the third condition: the sincere resolve not to return to it.
So if these three conditions are met; then the sins are forgiven by the consensus of the Muslims; for this noble verse; and for the generality of His saying, (Exalted and Majestic is He):
And turn to Allah in repentance, all of you, O believers, that you might succeed.وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَا الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ
[An-Nur: 31] and for His saying, Glorified and Exalted is He:
And those who, when they commit an immorality or wrong themselves [by transgression], remember Allah and seek forgiveness for their sins - and who can forgive sins except Allah? - and [who] do not persist in what they have done while they know.وَالَّذِينَ إِذَا فَعَلُوا فَاحِشَةً أَوْ ظَلَمُوا أَنْفُسَهُمْ ذَكَرُوا اللَّهَ فَاسْتَغْفَرُوا لِذُنُوبِهِمْ وَمَنْ يَغْفِرُ الذُّنُوبَ إِلَّا اللَّهُ وَلَمْ يُصِرُّوا عَلَى مَا فَعَلُوا وَهُمْ يَعْلَمُونَ ۝
[Ali 'Imran 3:135]
Those are the ones whose reward is forgiveness from their Lord and Gardens beneath which rivers flow, in which they will abide forever, and excellent is the reward of the workers. [Aal 'Imran: 135-136].
So whoever repents from a sin, and does not persist in it; Allah forgives him, whether the sin was shirk, or a disobedience. This is by the consensus of the Muslims. But if the sin is a right belonging to a person, meaning oppression, then he must give him his right. Part of the completion of repentance is that he gives him his right.
The fourth condition: if the sin involves a creation, he hit him, or took his money, or killed him; he must give him his right. Retaliation in kind for killing, and giving the right of the money, and likewise if he oppressed him with something else that he considered permissible. This is a fourth condition. It is necessary to give the owner of the right his right if the right belongs to a creation.
