Answer:
This is recommended (mustahabb); it indicates that it is recommended. It is a good hadith, there is no harm in it, and it is an authentic hadith. It indicates the legitimacy of praying four rak'ahs before 'Asr with two taslims. This is the best. Whoever does so has done well, and whoever does not, there is no blame on him. Yes.
