Question:
He asks and says: Is the tarawih prayer permissible at home if the imam is not a memorizer of the Qur'an, or is a memorizer of some surahs but makes mistakes in others?

Answer:
There is nothing wrong with it at home, but it is better in the mosque. The sunnah (recommended practice) is to pray it in the mosques, as the Prophet (peace and blessings be upon him) did and as the Companions did. It is a nafilah (voluntary prayer), but it is better in the mosques. If the imam is not suitable, he should be replaced by a better imam, even if he reads from the mushaf (written copy of the Qur'an). If he reads from the mushaf, there is nothing wrong with it. Establishing it in the mosques is the sunnah, and it is what the righteous Salaf (earliest generations) followed. If he prays at home, there is no blame on him. Yes.
