Erecting domes over graves is an abomination and one of the means to shirk (associating partners with Allah). Likewise, building mosques on them is an abomination. All of this is from the practices of the Jews and the Christians. The Prophet (peace and blessings be upon him) said:Sahih Muslim 529.
Therefore, it is obligatory to be cautious of this and not to imitate them, because they did what causes shirk, and the Messenger (peace and blessings be upon him) censured them for this and cursed them for it. It is obligatory to demolish them. It is obligatory for the rulers—if they are Muslims—to demolish them and remove them, so that the graves remain exposed, with no domes or mosques on them, as was the case in the time of the Prophet (peace and blessings be upon him) and the time of the Companions, and as was the case with the people of the Sunnah in their graveyards, and as is the case in the Kingdom of Saudi Arabia—praise be to Allah—where they are exposed and have no buildings on them.
It is not permissible to seek blessing from them, nor to call upon their inhabitants, nor to seek their aid, nor to make vows to them. Rather, this is major shirk. Calling upon them, seeking their aid, making vows to them, and seeking blessing from them, all of it is major shirk. We seek refuge in Allah. Likewise, slaughtering animals for them.
Therefore, the Muslim must be cautious of these matters and must warn others against them. Yes.
