The opening supplication is a recommended practice in both obligatory and voluntary prayers, in tarawih, in voluntary prayers, and in the Dhuha prayer. Just as one begins with the opening supplication in an obligatory prayer, one does so in a voluntary prayer; this is the recommended practice. Yes; because the Messenger of Allah (peace and blessings be upon him) said:
offer your prayers in the way you saw me offering my prayersصلوا كما رأيتموني أصلي
Sahih al-Bukhari 6008
and he did not distinguish between voluntary and obligatory prayers. The default is that they are the same unless there is evidence to the contrary. Yes.
