Question:
The Shaykh said: Regarding the opening supplication in the night prayer, do we repeat it in every two rak'ahs? And do we repeat it in the two rak'ahs in which one recites:
Exalt the name of your Lord, the Most High,سَبِّحِ اسْمَ رَبِّكَ الأَعْلَى
[Al-A'la 87:1]
and
Say: O you disbelievers!قُلْ يَا أَيُّهَا الْكَافِرُونَ
, as well as in the rak'ah in which one recites
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas 112:1]

Yes, it is a recommended practice (sunnah) to recite the opening supplication in all prayers:
Glorious You are O Allah, and with Your praise, and blessed is Your Name, and exalted is Your majesty, and none has the right to be worshipped but You.سبحانك اللهم وبحمدك، وتبارك اسمك، وتعالى جدك، ولا إله غيرك

in all prayers, in tarawih and other prayers. It is recommended (mustahabb), and if one leaves it out, there is no harm, but it is recommended. When one says the takbir of ihram in every taslim, one says: "Subhanaka Allahumma..." because it is concise. This is a concise opening supplication. If one opens with another of the authentic, established opening supplications from the Messenger of Allah (peace and blessings be upon him), there is no harm, and if one leaves it out, there is no blame.
However, if the imam recites it and the ma'mum does, that is better. If the imam has started the recitation, the ma'mum does not recite the opening supplication; he listens. But if the imam pauses after the takbir of ihram, the sunnah is for both the imam and the ma'mum to recite the opening supplication. But if the imam starts after the takbir without reciting the opening supplication, the ma'mum listens and does not recite it; because of his saying (peace and blessings be upon him):
And when he recites, then be silent.وإذا قرأ فأنصتوا
. Yes.
