Question:
He says: I ask your Eminence about a man who read the entire Qur'an and memorized it as well, but he did not act upon any of it, as mentioned. What is the ruling of Islam regarding this man? May Allah reward you with good.

Answer:
The Prophet (peace and blessings be upon him) said:
the Qur'an is proof, either for you or against youالقرآن حجة لك أو عليك
Sunan an-Nasa'i 2437Sahih (Darussalam)
It is a proof for the one who acts upon it, and it is among the causes of his entering Paradise. It is a proof against the one who does not act upon it, and it is among the causes of his entering the Fire. And he (peace and blessings be upon him) said:
Recite the Qur'an, for on the Day of Resurrection it will come as an intercessor for those who recite It.اقرؤوا القرآن فإنه يأتي يوم القيامة شفيعًا لأصحابه
Sahih Muslim 804a
meaning: those who act upon it. In the other wording:
the Qur’ān and those who acted according to it will be brought with sūra al-Baqara and Āl ‘Imran preceding them* like two black clouds or canopies with light between them, or as though they were two flocks of birds in ranks pleading for the one who recited themيدعى بالقرآن وأهله الذين يعملون به تقدمه سورة البقرة، وآل عمران، تحاجان عن أصحابهما

And he saw—when he was taken up in the night— a man whose head was being crushed with a stone. A man was standing over him, crushing his head with the stone. Every time the stone fell, it went away and he took it, and the man's head returned to its state and healed, so he struck him again, and so on, he was being tortured. He said:
Because he is a man to whom Allah gave the Qur'an, but he slept through the night and did not act upon it during the day.لأنه رجل آتاه الله القرآن، فنام عنه بالليل، ولم يعمل به في النهار
We ask Allah for safety.
So the point is: the one who acts upon it, it is a proof for him, and among the causes of his happiness. And the one who memorized it, read it, and did not act upon it, it is among the causes of his torment, and the anger of Allah is upon him. We ask Allah for safety. Yes.
