Question:
From the Yemen Arab Republic, the questioner: Muhammad Ahmad sent a question saying: Before the month of Ramadan, people used to call the adhan for the 'Isha' prayer at approximately seven o'clock. When this noble month entered, they began calling the adhan for the 'Isha' prayer at eleven o'clock. What is the ruling on this practice?

Answer:
The Prophet (peace and blessings be upon him) clarified the times and explained them. The time for 'Isha' begins when the red twilight disappears in the west. Once the red twilight disappears, the time for 'Isha' enters and lasts until the middle of the night. Muslims may call the adhan at the beginning of the time, which is better, or they may delay it if they see benefit in doing so, and there is no harm in that. The Prophet (peace and blessings be upon him) encouraged delaying the 'Isha' prayer and said:
If I did not fear hardship for my Ummah, I would have ordered you to pray at this timeلولا أن أشق على أمتي لأمرتكم بالصلاة هذه الساعة
He delayed it until a third of the night, (peace and blessings be upon him).
If the benefit lies in delaying it, and the people of a town or the people of a mosque agree to delay it to the end of the time, meaning the 'Isha' prayer, in Ramadan or otherwise, there is no harm. However, they must not delay it beyond the time; it is necessary that it be within the time so that they pray before the time expires. They have the choice between the beginning and the end of the time, especially for 'Isha'.
As for the other times, the best is at the beginning of the time. They should perform the prayer at the beginning of its time, call the adhan at the beginning of the time, then the imam delays until the people gather for a quarter of an hour or a third of an hour, then he prays. This is the best, except for the Zuhr prayer during intense heat, where delaying is also better due to the intense heat.
As for 'Isha', the best is to delay it, unless the congregation, the people of the mosque or the village, see benefit in advancing it, in which case there is no harm. If they are in Ramadan and they pray it delayed at the end of its time, there is no blame in that if they agree on this and see benefit in it, and there is no harm. Or in other than Ramadan as well. Yes.
