Question:
We work in a government department in Mina, participating in the Hajj services. Some of us are from Mecca, some are from outside Mecca at the distance that permits shortening the prayer, some are pilgrims, and some are not. A pilgrim from Riyadh leads us in all the prayers, and everyone prays behind him. Do those who pray behind him during these days, meaning the Day of 'Id and the Days of Tashriq, shorten the prayer with him by following him, even if they are from Mecca?

Answer:
The pilgrims shorten the prayer. As for the one who is from Mecca and is not a pilgrim, or who came and is not a pilgrim, he does not shorten the prayer, unless he is a traveler. If he is from Mecca, or a person who stayed in Mecca and only came to work, and is not a pilgrim, he does not shorten the prayer with them; rather, he completes the four rak'ahs.
