Question:
May Allah reward you. This is Abu Ahmad from Haremilla, a Sudanese, saying: Your Eminence, is it valid to recite the two Mu’awwidhat and
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[al-Ikhlas: 1] in the witr? And is the recitation silent or loud?

Answer:
If one performs witr with three rak’ahs, it is recommended to recite Subha,
Say: O you disbelievers!قُلْ يَا أَيُّهَا الْكَافِرُونَ
[al-Kafirun: 1], and
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[al-Ikhlas: 1], meaning in the conclusion of the tahajjud. If he prays the last three, the first with Subha, the second with
Say: O you disbelievers!قُلْ يَا أَيُّهَا الْكَافِرُونَ
[al-Kafirun: 1], and the third with
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[al-Ikhlas: 1], this was reported from the Prophet (peace and blessings be upon him). The Sunnah is to recite aloud, but in a manner that does not harm those around him, in a manner that does not harm those around him. If there are people praying, sleeping, or reciting around him, he should not harm them; it should be a light recitation. As for if there is no one around him, there is no harm in reciting aloud.
