The Shaykh : Reciting the Qur'an is not prescribed specifically when it rains; rather, it is prescribed at all times. However, what is prescribed when it rains is to say:
O Allah, [make it] a beneficial rain اللهم صيباً نافعاً
This is because rain may be beneficial, it may be non-beneficial, or it may be harmful.
Rain may be harmful if it causes houses to collapse, crops to drown, and livestock to perish. This is harm. Allah the Exalted sent the flood upon the people of Noah, and He sent it upon the people of Saba' as retribution.
Rain may fall and the earth may not grow anything. It is established in Sahih Muslim that the Prophet (peace and blessings be upon him) said:
It is not the recommended practice that you do not rain, but rather the recommended practice is that you rain and the earth does not grow anything ليس السنة أن لا تمطروا ، إنما السنة أن تمطروا ولا تنبت الأرض شيئاً
, meaning that much rain may fall, but the earth does not grow anything. Here, the rain was not beneficial because the drought remained.
Therefore, a person should say when it rains:
O Allah, [make it] a beneficial rain اللهم صيباً نافعاً
As for reciting the Qur'an when it rains, it is not a recommended practice. Yes.
