The ruqyah is performed on the patient by blowing on him, and it is performed in water that the patient drinks or bathes with; all of this is permissible. It is established from the Prophet (peace and blessings be upon him) that he performed ruqyah for Thabit ibn Qays ibn Shamas in water, and then poured it over him.
So if a person performs ruqyah for his brother in water, and then drinks from it or pours it over him, health and healing are hoped for in it. And if he recites for himself over the sick limb, his hand, or his leg, or his chest, and blows on it, and supplicates for him for healing; then all of this is good.
