The Shaykh : Some of the Salaf did this, meaning they would blow into water and then the patient would drink it. It has been tried and it was beneficial. However, it is better and more beneficial, and more likely to yield benefit, for the reciter to recite directly over the patient.
When a Muslim comes to his brother and performs ruqyah for him, he is doing good. Allah may place the cure through his hands, so he is doing a great favor to this patient. But it must be known that the practitioner treating the sick must believe that this ruqyah is beneficial in itself. If he recites while being doubtful and hesitant, it will not benefit. He must believe that it is beneficial, and the one being treated must also believe that he will benefit from it. If he is hesitant and doubtful, it will not benefit him. Because every lawful cause must be one in which the actor believes it is a cause that leads to the intended result, so that Allah may make it beneficial.
And I urge my brothers whom Allah has benefited through their recitation for the sick to stay away from words that are not known and which contain nothing but cold rhyming. They should restrict themselves to what the Sunnah brought regarding ruqyah, the greatest of which is ruqyah with al-Fatihah. For the Prophet (peace and blessings be upon him) said regarding the one who performed ruqyah with it, and the patient rose as if released from a bond: The Prophet (peace and blessings be upon him) said:
How did you know it was Ruqyah? وما يدريك أنها رقية

This is an encouragement for him and others to perform ruqyah with it for the sick. Yes.
