Q: We inform you—may Allah preserve you—that among many of the reciters who recite for the sick, the epileptic, and those afflicted by the jinn, a matter has spread that I wish to inquire about, so that I and many others may know the extent of its permissibility, and whether it is considered part of the Shari'ah Ruqyah or not. That is, that many of them recite into a very large jug filled with water, and then that water is poured into small bottles, placed in cartons, and sold to people . The point of difficulty is that the reciter recites over a very large amount of water, and does not recite into every bottle or small container. I hope that you, may Allah preserve you, will clarify the extent of the permissibility of this practice, and whether it is in any way part of the Shari'ah Ruqyah or not? And what is the criterion for the small amount versus the large amount here? I also wish to inform you of another phenomenon among these reciters, which is gathering a number of patients in one room, where there is a loudspeaker in the room, and the reciter recites for these patients or epileptics and the like through this loudspeaker. The point of difficulty here is that nothing of the reciter's saliva reaches the patients, and also
there is no direct contact with the site of the illness or the cause for the reciter to recite over, and it becomes as if there were a recording of the Qur'an. I hope you will clarify, may Allah preserve you, the permissibility of this practice, as advice to Islam and the Muslims. And may Allah reward you with the best reward.
A : The permissibility of treating with Ruqyah is indicated by the action of the Prophet (peace and blessings be upon him), his saying, and his approval (peace and blessings be upon him). The Muslims have agreed on its permissibility with three conditions: The first condition is that the Ruqyah be with the words of Allah the Exalted, the words of His Messenger, or the prescribed supplications. The second condition is that it be in the Arabic language, or in a language whose meaning is known in the supplications and remembrances. The third condition is that the reciter and the patient believe that this is a cause that has no effect except by the decree of Allah, the Exalted and Supreme. It is done by reciting and blowing on the patient, whether one recites for oneself or for another. Among its forms is reciting the Qur'an into water for the patient and having him drink it, as in the Book of Medicine in (Sunan Abu Dawud ) with a good chain, from the Messenger of Allah (peace and blessings be upon him) that he entered upon Thabit ibn Qays , and Ahmad said: and he was sick. He said:As-Sunan al-Kubra lil-Nasa'i 64:1434
This is what is narrated regarding reciting into water and the patient drinking it. As for the reciter reciting into water and then pouring that container into a pool or tank, or blowing into a tank for general Ruqyah, or reciting for the patient via a loudspeaker, there is no evidence for this, and it is contrary to the subject of the permissible Ruqyah; because it is only to be done directly on the patient, or with a small amount of water that the patient drinks, and the principle in dispensations is to restrict them to what has been transmitted. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
