Question:
This questioner says: that she works in the Kingdom, and resides here in the Kingdom, and has performed the obligatory Hajj, and she praises Allah for that. She says: My mother is old in age, reaching more than sixty, and the matter has become difficult for her in performing the obligatory Hajj, and she does not have sufficient ability for the expenses of Hajj, and there are other obstacles. She says: I want to perform Hajj on her behalf, since I am here working in the Kingdom. Is it permissible for me to perform the obligatory Hajj on her behalf?

Answer:
If she is unable due to her old age and her incapacity; then there is no harm. But due to a lack of money, no. The Prophet (peace and blessings be upon him) was approached by a woman, and she said: O Messenger of Allah! My father is an old man, he cannot stay on the mount, shall I perform Hajj on his behalf? He said:
Perform Hajj on behalf of your father.حجي عن أبيك
He said:
Perform Hajj on behalf of your father and perform Umrah.حج عن أبيك، واعتمر

But if she is able to go, and to perform tawaf, and sa'y, but she has no money, you do not perform Hajj on her behalf. If she is able, she performs it, and if she is not able, she is excused, and praise be to Allah; because Allah the Exalted says:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a wayوَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Al-Imran: 97] So Hajj is only obligatory with the ability. If she is unable and has no money; then there is no Hajj upon her. And if she is unable due to age, and cannot due to age because of the weakness of her body, and the scarcity of her strength, and her incapacity, you perform Hajj on her behalf, or if she died, likewise. Yes.
