Answer:
It means that they are not to be fasted. The Prophet (peace and blessings be upon him) forbade fasting on the Days of Tashriq and sent someone to announce to the people: "Do not fast," because they are days of eating, drinking, and remembrance. People eat, drink, and draw near to Allah through slaughter, through the sacrificial animals and the 'Id sacrifices. They eat and drink; they are not days of fasting, neither obligatory fasting nor voluntary fasting. Rather, it is obligatory to break the fast on the day of 'Id and on the Days of Tashriq. There are four days on which it is obligatory to break the fast, so they are days of eating, drinking, and remembrance, except for one who is unable to provide the hady, the hady of tamattu'. He is permitted to fast the three days, specifically those people, as established in al-Bukhari's Sahih—may Allah have mercy on him—from 'A'ishah and Ibn 'Umar (may Allah be pleased with them both), who said:
Nobody was allowed to fast on the days of Tashriq except those who could not afford the Hadi (Sacrifice).لم يرخص في أيام التشريق أن يصمن إلا لمن لم يجد الهدي
