Question:
May Allah preserve you. This questioner asks: Is it permissible to give charity to the needy who stand at the mosques? Because I give them whatever money is available to me at every mosque I pray in, whether that is a little or a lot. Does this charity continue to benefit me in my lifetime and after my death, or does it cease only after death?
Answer:
This is a beneficial charity; for Allah says:[Al-Ma'arij 70:24] for the beggar and the one who is deprived [al-Ma'arij: 24-25]. The beggar is given to, unless you know that he is rich; in that case, you advise him and do not give to him. You advise him and say to him: Fear Allah. But if you do not know his circumstances, or you know that he is poor, you give to him from zakah and other means, and praise be to Allah.

And those within whose wealth is a known right
وَالَّذِينَ فِي أَمْوَالِهِمْ حَقٌّ مَعْلُومٌ
