Question:
The sister from al-Zulfi says, “O His Eminence the Shaykh: Regarding the treatment of the evil eye, is it sufficient to rely on the lawful ruqyah (healing by Qur’anic recitation)? Or is it necessary for the one who cast the eye to perform ghusl (the full ritual bath)?”

Answer:
The lawful ruqyah is a treatment, and the ghusl is a treatment. If it is feasible for the one who cast the eye to perform ghusl, meaning, if he does not perform ghusl, the intention is that he washes his face, rinses his mouth, and washes the inside of his garment and the tips of his feet. This is beneficial. He pours it on the patient, and the one who cast the eye performs ghusl with it; this benefits him by the permission of Allah. And if he washes his face and rinses his mouth in a vessel and they pour it on the patient, it benefits by the permission of Allah.
If he does not perform ghusl, the intention is that he washes his face, rinses his mouth, and washes his hands, the inside of his garment, the tips of his feet, and his knees. This is beneficial in treating the one who cast the eye. We have tried that washing the face, rinsing the mouth, and washing the hands alone is sufficient by the permission of Allah to remove the evil eye. So if a person is suspected of this and he washes his face and hands and rinses his mouth in a vessel, then pours it on the patient, he will be cured by the permission of Allah.
