Our brother says: The evil eye or the jinn are prevalent in this age. What are the causes of their prevalence, and is the perpetrator punished if he causes harm to his Muslim brothers?
Answer: The evil eye is a reality, as the Prophet (peace and blessings be upon him) said:
The evil eye is a reality, and if anything had precedence over divine decree, the evil eye would have had precedence.العين حق ولو أن شيئًا سبق القضاء لسبقته العين
, and nothing happens except by the permission of Allah and His divine decree . The causes of the evil eye are the abundance of things that please a person, such as wealth, clothing, adornment, or the like. When some people see these things, a change or effect occurs in them. So the evil eye or the jinn may occur by the permission of Allah. He sees that so-and-so has this, and so-and-so has that, and so-and-so has this. His soul may move and incline toward evil, so the evil eye occurs by the permission of Allah without his choice or intention; rather, it overcomes him. It may also occur by his choice and intention from some people. If it is by his choice, he must be punished if that is known, and there is no objection to imprisoning him as well. The one in authority should imprison him so that he does not harm people with his evil eye. As for if it overcomes him, if it is without his choice, he owes nothing; there is no sin on him; because the evil eye may precede from him without intention when he sees what pleases him or what he esteems in his soul from some people, of which he is deprived. So something may precede from him by the permission of Allah, a change or effect, and the evil eye occurs by the permission of Allah.
And from this is what happened in the time of the Prophet (peace and blessings be upon him) to 'Amir ibn Rabi'ah when he saw Sahl ibn Hunayf bathing and he was pleased with his physique. He said: "And no hidden skin." He was pleased with his physique, so the evil eye struck him by the permission of Allah, and he was afflicted with a great danger. So he informed the Prophet (peace and blessings be upon him) of that, and he ordered them to take from 'Amir ibn Rabi'ah to bathe for him. So he washed his face, his palms, and the inside of his lower garment, and they poured it on him... So Allah cured him and healed him. And the Prophet (peace and blessings be upon him) said:
If you seek purification by washing, then wash.إذا استغسلتم فاغسلوا
. So if the evil eye strikes a person and he knows the one whose soul was affected by it and from whom the evil eye occurred, he is asked to bathe, meaning: to wash his face and his palms, and this is sufficient according to experience. And if he washes the inside of his lower garment, there is no harm; it is an addition, and it is the place where the lower garment is tied. So this water is poured on the man or the woman, and by the permission of Allah he is cured. And this has also happened to us. This has happened to us with some people. It happened to a small daughter of mine that a woman entered upon her and was pleased with her, and she was small, so a great illness occurred to her from that. So she informed me of that, and I said to her: "Seek reward from Allah." And I sent someone to tell her to wash her face and her palms and rinse her mouth, and they brought it to the girl and poured it on her, and she was cured by the permission of Allah immediately. Yes.
This is like what the Prophet (peace and blessings be upon him) ordered. And from that is supplication and recitation, that he recites for the one afflicted by the evil eye:
No Ruqyah except for the (evil) eye and the scorpion sting.لا رقية إلا من عين أو حمة

as the Prophet (peace and blessings be upon him) said:

. So if he is recited to with al-Fatihah or the Verse of the Throne, or (Say: He is Allah, the One) and the two chapters of seeking refuge, by the permission of Allah he is cured. But the one who intends the evil eye must be punished. It is obligatory upon the one in authority to punish him, even by imprisonment, so that he does not return to that.
As for the one who does not intend that, this is a matter of consideration and independent legal reasoning. If it becomes frequent from him, there is no objection to imprisoning him in a place as well, so that he does not harm people, if that is known from him. Yes.
The presenter: If this one who casts the evil eye causes the loss of a soul, or the destruction of wealth, or the like, or even harms animals, O Shaykh?
Answer: He is liable. If it is known that it is due to him, he is liable. If he admits to it, or it is known that he is experienced in it, we ask Allah for well-being. Yes.
