The believer sees Him in the standing and in Paradise, but in this world, he does not see Him. Even the Prophet (peace and blessings be upon him) did not see his Lord in this world. He may be seen in sleep; the Prophet (peace and blessings be upon him) saw Him in sleep. Seeing in sleep is possible in a way that does not resemble His creation (Glorified and Exalted is He): one may hear speech, one may see light, but one does not see Him as He is, except on the Day of Resurrection or in Paradise.
And the disbelievers do not see Him: not on the Day of Resurrection, nor in the Hereafter as a whole. Allah the Exalted said: [Al-Mutaffifin: 15], so the disbelievers do not see Him ever.

وُجُوهٌ يَوْمَئِذٍ نَاضِرَةٌ On adorned couches, observing.
عَلَى الْأَرَائِكِ يَنْظُرُونَFor them who have done good is the best [reward] and extra
لِلَّذِينَ أَحْسَنُوا الْحُسْنَى وَزِيَادَةٌThe increase: looking at the Face of Allah
الزيادة: النظر إلى وجه اللهThe believers will see their Lord on the Day of Resurrection with their own eyes, as they see the sun on a clear day with no clouds between them and it, and as they see the moon on the night of the full moon; they will not be hindered in seeing Him
