This is the correct view. The Sunnah is that the one praying places his right hand over his left hand on his chest before bowing and after it.
Some scholars said: below the navel. And some of them said: above the navel.
The matter in this is broad and easy. It is not befitting to dispute, differ, or oppose one another in this. One should be lenient in this, because the scholars differed on this: some say below the navel, some say above the navel, and some say above the chest. Disputes and boycotts may occur between some people over this, which is not befitting. However, the best is above the navel. This is what the good hadiths indicate: above the navel. This is based on the hadith of Qabisa ibn Hulb al-Tai from his father, and the hadith of Wa'il ibn Hujr. Although there is some weakness in it, the hadith of Qabisa corroborates it. It also came in a correct mursal hadith from Tawus. They support one another, and they are strong.
So the best is on the chest. If he places it on the navel due to the fatwa of the people of his land, or if he fears harm that may occur between him and the people of his land, there is no harm. The matter in this is broad. It is not befitting to be strict or oppose one another in this.
