Creed is the root of the religion, it is the foundation of the faith. The Prophet (peace and blessings be upon him) spent ten years in it, calling to creed before prayer was made obligatory, calling to the oneness of Allah and belief in His Messenger Muhammad (peace and blessings be upon him). So it is the foundation. When the Prophet (peace and blessings be upon him) sent Mu'adh to Yemen, he said to him:Sunan an-Nasa'i 3969Sahih (Darussalam), and in the other wording: , and in al-Bukhari's narration: Sahih Muslim 19a the hadith. So he ordered him to teach them tawhid and creed first. This is obligatory, especially in lands where shirk (associating partners with Allah) is prevalent and where callers to other than Allah are numerous. It is necessary to teach them, so that they are saved from the call of graves and the dead, and so that their deeds benefit them. If he prays while he associates partners with Allah, what benefit is there in the prayer? He, the Exalted, says: [Al-An'am: 88].
If he calls upon the Bedouin, or calls upon Muhammad (peace and blessings be upon him), or calls upon Abu Bakr, or Uthman, or Ali, calling upon them, or calls upon al-Husayn, or al-Hasan, or Fatimah, and seeks their aid, and stands and prays, does the prayer benefit him? Does fasting benefit him?

So creed is not a restriction. Creed is enlightening people to the thing for which they were created, and clarifying the foundation. If they are Muslims, he teaches it to them along with the other deeds. And if they are disbelievers, no, he starts with creed first. He enlightens them and explains the creed to them, so that they are upon clear proof, and so that they do not fall into shirk (associating partners with Allah). وَلَقَدْ أُوحِيَ إِلَيْكَ وَإِلَى الَّذِينَ مِنْ قَبْلِكَ لَئِنْ أَشْرَكْتَ لَيَحْبَطَنَّ عَمَلُكَthat if you should associate [anything] with Allah, your work would surely become worthless, and you would surely be among the losers."
لَئِنْ أَشْرَكْتَ لَيَحْبَطَنَّ عَمَلُكَ وَلَتَكُونَنَّ مِنَ الْخَاسِرِينَ But if they had associated others with Allah, then worthless for them would be whatever they were doing.
