Question:
Is it better to combine and shorten the prayers while traveling, or just shorten them?

Answer:
If he is on a moving vehicle and not getting off, combining is better along with shortening.
If he is stopped and resting, he shortens but does not combine; this is what is better: he shortens but does not combine. This is what is better. When he stopped, he would shorten and not combine, as occurred during the days of Mina: the Prophet (peace and blessings be upon him) stopped in Mina and shortened but did not combine, and this was the predominant practice for him.
But if he is on a moving vehicle or in difficulty, he combines; there is no harm in that.
