Question:
If a person has prayed the obligatory prayer and then comes upon a congregation that is praying, should he pray, or is it obligatory for him to join them?

Answer:
No, it is recommended for him, just as was said in the authentic hadith regarding the leaders who delay the prayer: he said:
Observe the prayer at Its proper time, and if you can say it along with them do soصَلِّ الصَّلَاةَ لِوَقْتِهَا، فإنْ أَدْرَكْتَهَا معهُمْ، فَصَلِّ
Sahih Muslim 648a
and do not say, "I have prayed, so I will not pray again," for it will be better. The Prophet (peace and blessings be upon him) said:
For it is a voluntary prayer for youفإنها لك نافلة
the voluntary prayer is not an obligatory prayer.
