Question:
If a worshipper enters the mosque for the Fajr prayer and finds the imam in prostration after the second rak'ah, so he joins him and makes up what is due for him after the imam's taslim, and when he finishes his prayer he finds another congregation, should he join them, with the two rak'ahs he prayed becoming a sunnah, or is it not permissible? May Allah reward you with good.

Answer:
His prayer sufficed him for his obligatory prayer, praise be to Allah. If he prays with the people present, it becomes a voluntary prayer for him, as in the hadith of Abu Dharr, where the Prophet (peace and blessings be upon him) said:
Indeed, there will be rulers over you who delay the prayer from its times, so pray the prayer at its time. If you catch up with them, then pray, for it will be a voluntary prayer for you, and do not say, "I have prayed, so I will not pray."إنه يكون عليكم أمراء يؤخرون الصلاة عن أوقاتها، فصل الصلاة لوقتها، فإن أدركتها معهم فصل فإنها لك نافلة، ولا تقل صليت فلا أصلي
, so it becomes a voluntary prayer with the others.
Likewise, when he (peace and blessings be upon him) prayed in Mina on the Day of the Farewell Pilgrimage and finished, he saw two men who had not prayed with him, so he called for them, and they were brought to him. He said:
What kept you from praying with us?ما منعكما أن تصليا معنا؟
Sunan an-Nasa'i 858Sahih (Darussalam)
They said: We have already prayed in our tents—meaning: in our camp. He said:
Do not do that. If you have prayed in your tents, and then you catch up with the imam and he has not prayed, then pray with him, for it will be a voluntary prayer for you.لا تفعلا، إذا صليتما في رحالكما، ثم أدركتما الإمام، ولم يصل فصليا معه، فإنها لكما نافلة
So if a believer prays in one of the mosques, or in another place, and then catches up with a congregation that is praying, and prays with them, it is a voluntary prayer for him. Yes.
