Question:
A man abandoned the prayer for ten years, and abandoned fasting and zakah, and stole, and borrowed money and did not return the funds, and then he repented?

Answer:
If he repents, Allah erases what came before. If he embraces Islam, Allah wipes away what has passed. Allah the Exalted says:
Say to those who have disbelieved [that] if they cease, what has previously occurred will be forgiven for themقُلْ لِلَّذِينَ كَفَرُوا إِنْ يَنْتَهُوا يُغْفَرْ لَهُمْ مَا قَدْ سَلَفَ
[Al-Anfal: 38], and the Prophet (peace and blessings be upon him) said to the Muslim:
You accepted Islam with all the previous virtues that you practised.أسلمتَ على ما أسلفتَ من خيرٍ
Sahih Muslim 123a

And the money he stole, he must return it to its owners, and praise be to Allah. And if he is unable to do so, Allah will return it on his behalf on the Day of Resurrection, but if he is able, he must return the money to its owners.
And he does not have to make up the fasting or the prayer, as long as he has repented and embraced Islam, praise be to Allah.
