He said, may Allah have mercy on him:
"Tanwin after a fathah, make it an alif *** and after anything other than a fathah, delete it
That is: if one stops on a noun with tanwin, and the tanwin occurs after a fathah, it is replaced with an alif. This includes what is opened for grammatical inflection, such as 'I saw Zayd,' and what is opened for reasons other than inflection, such as saying 'Iha' and 'Waiha' for 'Iha' and 'Waiha.' And if the tanwin occurs after a dammah or a kasrah, it is deleted and the preceding letter is made silent, as in saying 'Zayd came' and 'I passed by Zayd' for 'Zayd came' and 'I passed by Zayd'
