From Abdulaziz ibn Abdullah ibn Baz to the honorable brother, may Allah preserve him. Peace be upon you, and Allah’s mercy and blessings. As for what follows:
With reference to your letter dated 25/9/1973 CE regarding your visit to al-Madinah al-Munawwarah, in which you mentioned a supplication that you described as entirely blessed and full of hope in the Lord for the miracles and prophetic miracles that Allah has bestowed upon His believing servants, and you stated that if it were recited over a fire, it would be extinguished, and if it were recited over flowing water, it would become stagnant.

I inform you: This supplication is not transmitted, and we know of no basis for it. It contains seeking nearness to Allah through a means that is not prescribed. The prescribed means of seeking nearness is for the servant to seek nearness to his Lord through His names, as Allah the Exalted said:
And to Allah belong the best names, so invoke Him by themوَلِلَّهِ الْأَسْمَاءُ الْحُسْنَى فَادْعُوهُ بِهَا
[Al-A’raf: 180]. It also includes seeking nearness through righteous deeds, the greatest of which is the oneness of Allah, and the most beneficial supplications are the Prophetic supplications with which the Messenger of Allah (peace and blessings be upon him) used to supplicate, not what people have innovated, such as this supplication you mentioned. It is obligatory for you to focus on gaining knowledge of the religion of Allah, asking people of knowledge and insight about what is difficult, and being cautious of what contradicts the guidance of the Chosen One (peace and blessings be upon him).
As for your desire to attend in al-Madinah, and given that your financial situation is weak, you must strive to fear Allah wherever you are. Allah the Exalted has not made the pilgrimage to His Sacred House obligatory except for those who are able, as He the Exalted said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a wayوَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Al-Imran: 97]. Therefore, you are excused. If Allah makes you wealthy, you should head to the Sacred Lands; otherwise, Allah does not burden a soul beyond its capacity. Peace be upon you, and Allah’s mercy and blessings.
