Q: Is it incumbent upon all Muslims to stand with the Kingdom and fight this unjust oppressor?

A: This is our belief. Just as it is obligatory for them to fight the Jews to the best of their ability, so it is obligatory for them to fight Saddam to the best of their ability, a fortiori. They should be with the truth against the oppressor in every time and place. This is the duty of all of them, to the extent of their ability and capacity; for in that lies the victory of the oppressed and the deterrence of the oppressor. Allah (Exalted and Majestic is He) commanded this and permitted it in His saying: :
And if two factions among the believers should fightوَإِنْ طَائِفَتَانِ مِنَ الْمُؤْمِنِينَ اقْتَتَلُوا
[Al-Hujurat: 9], as mentioned previously. And in His saying (Exalted and Majestic is He):
And whoever avenges himself after having been wronged - those have not upon them any cause [for blame].وَلَمَنِ انْتَصَرَ بَعْدَ ظُلْمِهِ فَأُولَئِكَ مَا عَلَيْهِمْ مِنْ سَبِيلٍ ۝
[Ash-Shuraa 42:41]
Indeed, the way is only against those who oppress the people and commit tyranny in the land without right; those will have a painful punishment [Al-Shura: 41 - 42]. And the Messenger (peace and blessings be upon him) commanded this in his saying (peace and blessings be upon him):
Help your brother, whether he is an oppressor or he is an oppressed one.انصر أخاك ظالما أو مظلوما
Sahih al-Bukhari 2443
It was said: O Messenger of Allah, how do I help the oppressed, and how do I help the oppressor? He said:
You restrain him from injustice, and that is your help for himتحجزه عن الظلم فذلك نصرك إياه
Sunan al-Bayhaqi 7:37
If the Muslim oppressor must be deterred from his oppression, then the disbeliever oppressor is more deserving of that, by his disbelief and his oppression, such as the ruler of Iraq and his like among the unjust atheists.
