Combining Two Hadiths Concerning Ruqyah, Amulets, and Talismans

Q: From 'Abdullah ibn Mas'ud (may Allah be pleased with him) he said: I heard the Messenger of Allah (peace and blessings be upon him) say:
spells, charms and love-potions are polytheismإن الرقى والتمائم والتولة شرك

And from Jabir (may Allah be pleased with him) he said: I had an uncle who used to perform ruqyah (healing by Qur'anic recitation) for scorpion stings, so the Messenger of Allah (peace and blessings be upon him) prohibited ruqyah. He said: So he came to him and said: O Messenger of Allah, you have prohibited ruqyah, and I perform ruqyah for scorpion stings. He said:
He who is competent amongst you to benefit his brother should do so.من استطاع منكم أن ينفع أخاه فليفعل

What is the reconciliation between the hadiths of prohibition and permissibility regarding the topic of ruqyah? And what is the ruling on hanging ruqyah from the Qur'an on the chest of the afflicted person? A. S. F. from Riyadh

A: The ruqyah that is prohibited is: ruqyah that contains shirk (associating partners with Allah), or tawassul (seeking nearness to Allah through a means) through other than Allah, or words of unknown meaning. As for ruqyah that is free from that, it is prescribed (mashru') and among the greatest causes of healing, due to the saying of the Prophet (peace and blessings be upon him):
There is no harm in invocations so long as there is no polytheism in them.لا بأس بالرقى ما لم تكن شركا

And his saying (peace and blessings be upon him):
Whoever is able to benefit his brother, let him benefit himمن استطاع أن ينفع أخاه فلينفعه
Musannaf Ibn Abi Shaybah 13:107
Muslim narrated both in his Sahih. And he (peace and blessings be upon him) said:
No Ruqyah except for the (evil) eye and the scorpion sting.لا رقية إلا من عين أو حمة

And its meaning is: there is no ruqyah more preferred or more healing than ruqyah for these two matters. And the Prophet (peace and blessings be upon him) performed ruqyah and was subjected to ruqyah.
As for hanging ruqyah on the sick or children, that is not permissible. Such hung ruqyah are called (amulets) and are called charms and collections; and the correct view regarding them is: that they are forbidden and among the types of shirk (associating partners with Allah), due to the saying of the Prophet (peace and blessings be upon him):
Whoever hangs a tamimah, Allah will not complete for him, and whoever hangs a wada'ah, Allah will not grant him peace.من تعلق تميمة فلا أتم الله له، ومن تعلق ودعة فلا ودع الله له
And his saying (peace and blessings be upon him):
Whoever hangs up an amulet has committed shirk.من تعلق تميمة فقد أشرك
And his saying (peace and blessings be upon him):
spells, charms and love-potions are polytheismإن الرقى والتمائم والتولة شرك

The scholars differed regarding amulets, if they are from the Qur'an or from permissible supplications, whether they are forbidden or not?
And the correct view is their prohibition for two reasons:
The first is: the generality of the mentioned hadiths, for they encompass amulets from the Qur'an and other than the Qur'an.
And the second reason is: blocking the means to shirk (associating partners with Allah), for if amulets from the Qur'an were permitted, they would be mixed with other amulets, the matter would become confused, and the door of shirk would be opened by hanging all amulets. And it is known that blocking the means leading to shirk and sins is among the greatest principles of the Shari'ah (Islamic sacred law). And success is from Allah.
