Is a person born circumcised required to be circumcised again, or not?

One of the earliest letters received for this episode came from the questioner, Ali ibn Hizam al-Yamani. He says in his letter: I am a man who was born circumcised, and my family did not perform the circumcision on me again. Now I ask: if a person is circumcised at birth, does that suffice for the recommended circumcision, or not?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and the final outcome belongs to the righteous. May Allah send prayers and blessings upon His servant and messenger, His choice from among His creation, our Prophet, our Imam, and our Master Muhammad ibn Abdullah, and upon his family and his Companions, and whoever follows his path and is guided by his guidance until the Day of Judgment. As for what follows:
If a person is born circumcised, then that is sufficient, and there is no need for his family to do anything. Allah has spared them the trouble, and praise be to Allah. This has happened to some people, and we have been informed of several cases in which a man is born circumcised. In such cases, his family has been spared this trouble, and praise be to Allah. Yes.
