Question:
A message was sent by the listener Salih Sulayman Yusuf and Isa Abu Bakr Musa, asking about the interpretation of the statement of the Truth, Blessed and Exalted is He:
The Most Merciful [who is] above the Throne established.الرَّحْمَنُ عَلَى الْعَرْشِ اسْتَوَى
[Ta-Ha:5]. Some people say that Allah is present in every place by His essence. If that is the case, what is the evidence from the Qur'anic verse?

Answer:
The meaning of this noble verse is clear to the people of the Sunnah and the community. Allah, Glorified and Exalted is He, has informed us in seven places in the Qur'an that He rose above the Throne, including: this verse, and including: His saying, Glorified and Exalted is He, in Surat al-A'raf and in Surat Yunus:
Indeed, your Lord is Allah, who created the heavens and earth in six days and then established Himself above the Throneإِنَّ رَبَّكُمُ اللَّهُ الَّذِي خَلَقَ السَّمَوَاتِ وَالأَرْضَ فِي سِتَّةِ أَيَّامٍ ثُمَّ اسْتَوَى عَلَى الْعَرْشِ
[Yunus:3] And the meaning of *istiwa'* (rising above the Throne) is that He rose and became high. It is a rising that befits the majesty of Allah; it does not resemble His creation in their rising. It does not resemble His creation in their rising on a mount, or on a ship, or on a car, or on an airplane. No, it is a rising that befits Him; it does not resemble His creation.As He said, (Exalted and Majestic is He):
There is nothing like unto Him, and He is the Hearing, the Seeing.لَيْسَ كَمِثْلِهِ شَيْءٌ وَهُوَ السَّمِيعُ البَصِيرُ
[al-Shura:11], and He said, Glorified and Exalted is He:
Nor is there to Him any equivalent."وَلَمْ يَكُنْ لَهُ كُفُوًا أَحَدٌ
[al-Ikhlas:4] And the Prophet (peace and blessings be upon him) said::
So do not assert similarities to Allahفَلا تَضْرِبُوا لِلَّهِ الأَمْثَالَ
[al-Nahl:74] And Allah, (Exalted and Majestic is He), is above the Throne.
Whoever says that He is in every place has erred and strayed from the straight path. He is a disbeliever according to a group of the scholars from the people of the Sunnah and the community; because Allah is above the Throne, and His knowledge is in every place.
So the statement that He is in every place is from the statements of the people of religious innovation, misguidance, and atheism.
As for the people of the Sunnah and the community, they say: He is above the Throne, having risen above it in a manner that befits His majesty and greatness, and His knowledge is in every place. The Exalted, nothing is hidden from Him. The Throne is the ceiling of the created things, and the highest of them, and Allah is above it. He knows the conditions of His servants, and nothing is hidden from Him, Exalted and Majestic is He.
So it is obligatory for every Muslim to believe in that, and to have faith in that in the manner that befits Allah. Without distortion, without denial of the divine attributes, without asking how an attribute is, and without comparing Allah to creation, as our Lord said, Mighty and Majestic:
There is nothing like unto Him, and He is the Hearing, the Seeing.لَيْسَ كَمِثْلِهِ شَيْءٌ وَهُوَ السَّمِيعُ البَصِيرُ
[Al-Shura:11]. This is the statement of the people of the Sunnah and the community, from the Companions of the Prophet (peace and blessings be upon him) and those who followed them with excellence. Yes.
