We conclude this session, Your Eminence, with a question from our brother Abdullah Nasser. He asks: Is it permissible to recite the Noble Qur'an without applying the rules, such as ghunnah, madd, and the characteristics of the letters, among other things? And is applying these rules in the Qur'an obligatory? We ask for your guidance.
It is permissible to recite the Qur'an without the arrangements and conventions mentioned by the scholars of tajwid, provided one recites it in clear Arabic. In that case, praise be to Allah. However, if one pays attention to what the reciters and scholars of tajwid have mentioned, that is good in the sense of improving the recitation. This is based on the saying of the Prophet (peace and blessings be upon him):
Adorn the Qur'an with your voicesزينوا القرآن بأصواتكم
If one observes ghunnah, tafkhim, and tarqiq, it is better. Otherwise, it does not appear to me to be obligatory. It is not required if one recites in Arabic. Praise be to Allah; if one recites it clearly without any defect, then reciting with ghunnah, izhar, ikhfa, tarqiq, or tafkhim does no harm. Praise be to Allah. Yes.
