He has a second inquiry in which he says: A man who is deaf and mute prays but does not know the conditions of prayer. Is his prayer valid?
Answer: He prays according to his capacity:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[al-Taghabun:16]. If it is possible to teach him by sign language or by any means by which he can learn, that is done. But if it is not possible, he is not obligated to do more than what he has learned. Allah the Exalted says:
And never would We punish until We sent a messenger.وَمَا كُنَّا مُعَذِّبِينَ حَتَّى نَبْعَثَ رَسُولًا
[al-Isra:15]. If it is possible to teach him by writing, provided he can see and read, he is taught by writing; because teaching the ignorant is a necessary matter for the Muslims and for the students of knowledge. He is taught by the method that enables him, whether by writing or by sign, so that the conscience is cleared and so that he knows his religion. If it is not feasible for him to learn any of that, because he cannot read and because he does not understand sign language, then the Muslims around him are excused. And he may be excused if he did not neglect it previously and if he was created in this state, for he may be excused because he was unable to do more than what he saw and observed from people. Yes.
