Answer: It is not permissible for him to do so intentionally; rather, it is obligatory for him to observe the miqat. This is because the Messenger of Allah (peace and blessings be upon him) said when he designated the miqats:
and those (Mawaqit) are also meant for those who live at these (places) and for those too who come from without towards them for the sake of Hajj or 'Umraهن لهن ولمن أتى عليهن من غير أهلهن ممن أراد حجاً أو عمرة

The people of Al-Madinah begin their Hil (Ihram) from Dhul-Hulaifah, the people from Ash-Sham from Al-Juhfahيهل أهل المدينة من ذي الحليفة وأهل الشام من الجحفة

If he reaches Mecca and has not performed the 'Umrah of Islam, he must enter ihram; it is obligatory for him to perform 'Umrah, meaning it is obligatory for him to enter ihram from the miqat for 'Umrah, because Allah has granted him the ability to do so. Or if he comes during the time of Hajj, it is also obligatory for him to do so if he has not performed Hajj. Yes.
