Answer:
One whose home is before the miqat enters ihram from his place among his people; because of the saying of the Prophet (peace and blessings be upon him) when he designated the miqats, he said:Sahih Muslim 1181a, then he said, may the prayers and peace be upon him: . So if one is before the miqat, in al-Zaymah, in Umm al-Salam, or in Jeddah, he enters ihram from there if he intends 'Umrah or Hajj. The one in al-Buhayrah enters ihram from there, if he intends Hajj or 'Umrah. The one in Makkah enters ihram from there for Hajj. The one in Makkah enters ihram for Hajj from there, from his home.
As for 'Umrah, he goes out to outside the sacred precinct. If he is in Makkah and it is 'Umrah, he goes out to the sacred precinct: al-Tan'īm, or 'Arafah, or al-Ja'ranah, and enters ihram from there for 'Umrah, if he is in Makkah. Yes.

هن لهن، ولمن أتى عليهن من غير أهلهن ممن أراد الحج والعمرةAnd whoever is before that, his place of entering ihram is from his people, even the people of Makkah from Makkah
