He has a second question in his letter, in which he asks: What is the ruling on one who vowed a sum of money to build a mosque but did not build the mosque? Is it permissible for him to take the money for himself or transfer it to another mosque to be built with it, knowing that the partner is one of four people?
Answer: If a Muslim vows a known amount of dirhams or a known type of money to be spent on building a mosque or a ribat for the poor, or to give it as charity to the poor, he must fulfill his vow, and he has no right to retract it. Allah, Glorified and Exalted is He, praised the people of faith, saying:
They [are those who] fulfill [their] vows and fear a Day whose evil will be widespread.يُوفُونَ بِالنَّذْرِ وَيَخَافُونَ يَوْمًا كَانَ شَرُّهُ مُسْتَطِيرًا
[Al-Insan:7], and the Prophet (peace and blessings be upon him) said:
Whoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.من نذر أن يطيع الله فليطعه، ومن نذر أن يعصي الله فلا يعصه

, so he (peace and blessings be upon him) commanded the one who vows an act of obedience to fulfill his vow.
So you, O servant of Allah, must fulfill your vow. If you do not spend it on this specific mosque, spend it on another mosque. As for retracting it, you have no right to retract. Yes.
