If the time for the Fajr prayer catches me and I have not yet prayed Witr, when should I pray Witr?

Answer: If a believer reaches the time of Fajr and has not prayed Witr, he should pray it during the day. If he prays the Duha prayer, that is better. The Prophet (peace and blessings be upon him), if he missed his night prayer due to illness or sleep, would pray it during the day. As Aisha (may Allah be pleased with her) said:
he would pray twelve rak'ahs during the dayصلى من النهار ثنتي عشرة ركعة
Sunan an-Nasa'i 1789Sahih (Darussalam)
Because his regular prayer was usually eleven rak'ahs. So if he did not do that at night due to illness or sleep, he would pray twelve rak'ahs during the day, meaning he compensated for it by adding one, so he prayed an even number, saying the taslim after every two, (peace and blessings be upon him). And if a person's custom is five, he should pray six during the day, in the Duha or after the Zuhr. But if he prays the Duha before the Zuhr, that is more preferable and better, due to the hadith of 'Umar (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said:
Whoever misses his portion of the Qur'an—his daily portion of the Qur'an—and makes it up during the day before the Zuhr, it is as if he had recited it at night.من فاته ورده من القرآن -حزبه من القرآن- فقضاه في النهار قبل الظهر فكأنما أتى به بالليل
. So if this is his portion of the Qur'an, then his portion of prayer and his need for prayer, if he prays it before the Zuhr, is better, by analogy to his portion of the Qur'an. And if he prays that after the Zuhr, he will attain that, if Allah wills. Yes.
