How to Perform Wudu for One Who Is Prohibited from Using Water and for One with a Cast

Machine translationRead the Arabic original
The fingers of my feet develop sores as a result of water. My doctor has prohibited me from using water and from wearing socks as well. How do you advise me regarding my condition and prayer?
Answer: If water harms you, there is no harm in doing as you were told. If it harms your feet, there is no harm. And if socks harm you, there is no harm in leaving them off. However, if they do not harm you, you should wear them and wipe over the socks. You put them on while in a state of ritual purity and wipe over the socks. But if the socks harm you, as you were told, and likewise if water harms you, then tayammum (dry ablution) is sufficient for you. You wash your face and hands, wipe your head, and then use the earth after drying off. You strike the earth once and wipe your face and palms with it, intending it for your feet. This is what is prescribed, and this is obligatory if there is clear harm in washing the feet and wearing socks over them. In that case, you perform the Shari'ah wudu, meaning: you rinse your mouth, sniff water into your nose, wash your face and hands, and wipe your head and ears. Then, after the drying, you strike the earth once with your hands and wipe your face and palms with them, intending it for the feet. This is because the one who is unable to use water has the same ruling as the one who does not find water. Allah the Exalted says:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا
[Surat al-Nisa: 43]. Therefore, the one who is unable to use water due to illness or wounds has the same ruling as the one who lacks water. He performs tayammum, and praise be to Allah. Yes.
The presenter: May Allah reward you with good. Is this the case for the wounded person and the one with a cast, Your Eminence?
The Shaykh: Yes, for the wounded person and the one with a cast. If it is easy for the wounded person to wipe over the wound, he wipes over the wound and that is sufficient. If wiping harms him, he performs tayammum if there is no cast. He performs tayammum after washing his sound limbs. Then, when his hands are dry, he strikes the earth once and wipes his face and palms with it, intending it for the wound.
As for the one who has a cast, he wipes over the cast and that is sufficient.
The presenter: And is that sufficient for him instead of tayammum?
The Shaykh: It is sufficient for him instead of tayammum if he wipes over the cast when washing the limb that has the cast. So, if the cast is on the arm, he wipes over it while washing the rest of the arm. And if the cast is on the foot, he washes the sound part of the foot and the part of the foot that is under the cast, and wipes over the cast, and praise be to Allah. This is sufficient for him instead of tayammum. This is the correct position.
The presenter: May Allah reward you with good.
