The ruling on one who performed 'Umrah and left off sa'y due to the intensity of the crowd

Machine translationRead the Arabic original
The listener is Ya'qub Muhammad Ya'qub from Makkah al-Mukarramah. He says: I am a young man, thirteen years old. I tried to perform 'Umrah on the twenty-seventh of Ramadan last year and I circumambulated the House, but I was unable to complete the sa'y due to the intensity of the crowd. So what is upon me? May Allah reward you with good, since I did not complete the 'Umrah and we are living in Makkah?
Answer: You must complete the 'Umrah. You must wear the ihram, the izar and the rida, and complete the 'Umrah. Complete the sa'y and shorten the hair. Nothing is upon you as long as you were ignorant. However, if you had sexual intercourse, the 'Umrah is invalid. If you had intercourse with a woman, for example your wife or otherwise, the 'Umrah is invalid due to the intercourse. You must complete it and make up for it. You must complete it with the full sa'y and shortening the hair or shaving, then you must perform another 'Umrah in its place from the place where you entered ihram for the first one. If you entered ihram for it from al-Tan'im, then from al-Tan'im. And if it was from other than al-Tan'im, then from the miqat where you entered ihram for it, in its place because of its invalidity. Complete it and make it up as well, as an addition. Yes. And you must also offer a sacrificial animal. If you had intercourse, you must offer a sacrificial sheep, slaughtered in Makkah for the poor; because intercourse during 'Umrah necessitates the blood before its completion. Yes.
The presenter: May Allah reward you with good. He mentions that his age is thirteen years old.
The Shaykh: Yes, the ruling is the same.
The presenter: The ruling is the same whether the person is of age or not of age?
The Shaykh: Yes; because he invalidated the 'Umrah. Yes. And if he did not invalidate it but did not complete it, then he must complete it. Yes.
The presenter: May Allah reward you with good.
