Question:
The questioner says: O His Eminence the Shaykh, I performed 'Umrah with my father, but he was unable to complete the sa'y between al-Safa and al-Marwah due to severe pain in his knee. I completed three rounds on his behalf. Is that sufficient? Please note that he said at the miqat: "If I am prevented by a preventer, then my place of untying is where I am prevented." Please advise us, may Allah reward you with good.

Answer:
No, that is not sufficient. He must perform the sa'y, even if he is carried. You do not act on his behalf. He must perform the sa'y, even if he is carried. If he does this, he must repeat the sa'y now with the intention of the previous 'Umrah, and repeat the shortening of his hair or shaving it. If he had intercourse with his wife, he must offer a sheep for the 'Umrah. He must also repeat the 'Umrah if he had intercourse with his wife; for the 'Umrah is invalid if he has intercourse before completing it, before he finishes the sa'y.
He completes it with the sa'y, and repeats the shortening and shaving of the hair, and it is complete, praise be to Allah. He owes nothing, unless he had intercourse with his wife after this; in that case, he must repeat the 'Umrah again, along with a sheep to be slaughtered in Makkah for the poor on account of his intercourse with her before the completion of the 'Umrah.
As for you completing it on his behalf, no; because it is obligatory for him to perform the tawaf, even if he is carried on a cart. Allah the Exalted and Majestic says:
And complete the Hajj and 'umrah for Allahوَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ
[al-Baqarah: 196].
Even if he is unable and cannot reach Makkah, and cannot perform tawaf or sa'y, Hajj is performed on his behalf. But the one who arrived and was afflicted with a sudden condition in his leg or knee, this one is carried.
