Answer:
If he has not reached puberty, he is not held accountable for it until he reaches puberty, as the Prophet (peace and blessings be upon him) said in the authentic hadith:
The pen is lifted from three: from the sleeper until he wakes up, from the insane person until he regains his sanity, and from the child until he reaches puberty.رفع القلم عن ثلاثة: عن النائم حتى يستيقظ، وعن المجنون حتى يفيق، وعن الصغير حتى يبلغ
Sunan al-Bayhaqi 18:992
One who commits a sin while he is a child, such as hitting someone, insulting someone, or stealing, or something similar, is not held accountable by Allah because he is not mature. However, it is the duty of his guardian and the responsible authorities to prevent him from transgressing. He should be disciplined until he becomes upright, just as the Prophet (peace and blessings be upon him) ordered that a boy who has reached ten years of age be struck if he neglects the prayer. Similarly, if he does what is not permissible, he is disciplined if he transgresses against someone, steals, hits someone without right, or insults someone, until he becomes accustomed to good and learns good. However, he is not held accountable for this on the Day of Resurrection because he is not mature. Rather, it is the duty of his guardians to teach him, discipline him, advise him, and warn him against transgressing against Muslims or committing the sins that Allah has forbidden. Yes.
