Question:
This is our sister, the questioner (W. Al-'Umrī), who has a set of questions. She says: Allah the Exalted said:
So when the Qur'an is recited, then listen to it and pay attention that you may receive mercy.وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنصِتُوا لَعَلَّكُمْ تُرْحَمُونَ
[Al-A'rāf: 204]. It is clear to us from this noble verse that it is obligatory to listen when hearing the verses of the Qur'an. But what is the ruling if a person hears a reciter of the Qur'an and does not listen, but continues his conversation with the second person? Is that permissible for him?

Answer:
It is not permissible for him to do so, as long as the reciter is present; he should listen, or otherwise he should get up. He should not engage in conversation while the reciter is present; because Allah says:
So when the Qur'an is recited, then listen to it and pay attentionوَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنصِتُوا
[Al-A'rāf: 204]. And the Prophet (peace and blessings be upon him) said regarding the imam:
When he recites, then be silentإذا قرأ فأنصتوا
Out of respect for the Qur'an and proper conduct with the Qur'an, those present should listen when they hear it, or otherwise they should get up. Yes.
