Q3: Whatis the ruling on reciting the Qur'an? Is it obligatory or recommended?We asked about its ruling, and some of them said: It is not obligatory. If it is recited, there is no harm, and if it is not recited, he owes nothing. If that is the case, many may abandon it. So what is the ruling on abandoning it, and what is the ruling on reciting it?
A3: It is prescribed for the Muslim to maintain the recitation of the Qur'an and to increase in it according to his ability, in compliance with the generality of the saying of Allah (Glorified and Exalted is He):[Al-'Ankabut 29:45] the verse, and His saying: [Al-Kahf 18:27] the verse, and His saying regarding His Prophet Muhammad (peace and blessings be upon him): [An-Naml 27:91-92] , and the saying of the Prophet (peace and blessings be upon him): , narrated by Muslim in his Sahih. And he should avoid abandoning it and severing ties with it in any of the meanings of abandoning the Qur'an that the scholars mentioned in their interpretation of abandoning the Qur'an. Imam Ibn Kathir (may Allah have mercy on him) said in his tafsir: Allah the Exalted informs about His Messenger and Prophet Muhammad (peace and blessings be upon him) that he said: [Al-Furqan 25:30] , and that is because the polytheists did not pay attention to the Qur'an nor listen to it, as Allah the Exalted said: [Fussilat 41:26] the verse, so when the Qur'an was recited to them, they would engage in much noise and talk about other things until
they would not hear it. This is part of abandoning it. Abandoning faith in it and abandoning its verification is part of abandoning it. Abandoning its contemplation and understanding is part of abandoning it. Abandoning acting upon it, complying with its commands, and avoiding its prohibitions is part of abandoning it. Turning away from it to other things, such as poetry, speech, singing, play, talk, or a method adopted from others, is part of abandoning it. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Recite, [O Muhammad], what has been revealed to you of the Book
اتْلُ مَا أُوحِيَ إِلَيْكَ مِنَ الْكِتَابِAnd recite, [O Muhammad], what has been revealed to you of the Book of your Lord
وَاتْلُ مَا أُوحِيَ إِلَيْكَ مِنْ كِتَابِ رَبِّكَAnd I am commanded to be of the Muslims [those who submit to Allah] (92) And to recite the Qur'an.
وَأُمِرْتُ أَنْ أَكُونَ مِنَ الْمُسْلِمِينَ (91) وَأَنْ أَتْلُوَ الْقُرْآنَRecite the Qur'an, for it will come as an intercessor for its people on the Day of Resurrection
اقرؤوا القرآن، فإنه يأتي شفيعًا لأصحابه يوم القيامةO my Lord, indeed my people have taken this Qur'an as [a thing] abandoned."
يَا رَبِّ إِنَّ قَوْمِي اتَّخَذُوا هَذَا الْقُرْآنَ مَهْجُورًاAnd those who disbelieve say, "Do not listen to this Qur'an and speak noisily during [the recitation of] it
وَقَالَ الَّذِينَ كَفَرُوا لاَ تَسْمَعُوا لِهَذَا الْقُرْآنِ وَالْغَوْا فِيهِthey would not hear it. This is part of abandoning it.
