What is the ruling on speaking while the Qur'an is being recited in public gatherings, such as when the Qur'an is being played from a tape and a group of people are talking? What is the ruling on this action?

Allah the Exalted said:
So when the Qur'an is recited, then listen to it and pay attention that you may receive mercy.وَإِذَا قُرِئَ الْقُرْآنُ فَاسْتَمِعُوا لَهُ وَأَنْصِتُوا لَعَلَّكُمْ تُرْحَمُونَ
[al-A'raf: 204], so if we have a recorder playing the reciter's voice and we are talking, we must either turn off the recorder or listen to it. As for continuing to talk and chat as if we were only hearing human voices, this is contrary to the proper etiquette with the Qur'an.So here I say: Either turn off the recorder or listen to it.
