Question:
What is the ruling on lengthening a garment without the intention of arrogance?

Answer:
It is forbidden to lengthen it absolutely, but if it is done out of arrogance, the sin becomes greater and the crime more severe. Otherwise, letting the garment hang below the ankles is forbidden absolutely; because the Prophet (peace and blessings be upon him) prohibited it and warned against it absolutely. He (peace and blessings be upon him) said:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
and he did not say: "provided there is arrogance." And he (peace and blessings be upon him) said:
Three people whom Allah will not speak to on the Day of Resurrection, nor look at them, nor purify them, and for them is a painful punishment: the one who lets his lower garment hang below the ankles, the one who is stingy in what he gives, and the one who sells his goods with a false oath.ثلاث لا يكلمهم الله، ولا ينظر إليهم يوم القيامة، ولا يزكيهم، ولهم عذاب أليم: المسبل إزاره، والمنان فيما أعطى، والمنفق سلعته بالحلف الكاذب
thus threatening them with this great threat, and he did not say: "if he is arrogant."
As for what came in the hadith where the truthful one (may Allah be pleased with him) said: "O Messenger of Allah, my lower garment slips off me unless I attend to it," so he (peace and blessings be upon him) said:
You are not one of those who do it arrogantly.إنك لست ممن يفعله تكبرًا

The meaning of this is that this slipping which happens to a person without the intention of arrogance does not harm him, but he must attend to it so that it does not slip. As for a person who intentionally leaves his garments below his ankles, this is intentional, a place of arrogance. And if he did not intend arrogance, his action is bad, and it is a means to arrogance as well, and it involves extravagance and exposing the clothes to dirt and impurities.
So the conclusion is: that letting the garment hang below the ankles is forbidden absolutely; because the general hadiths indicate that. And if it is done out of arrogance, the sin becomes greater and more severe. In the authentic hadith, he (peace and blessings be upon him) says:
Beware of letting the garment hang below the ankles, for it is a sign of arrogance.إياك والإسبال، فإنه من المخيلة
Why does he let it hang? The common trait of people is arrogance and pride. And if he did not intend this, it is a means to it, along with the extravagance in it, and exposing the clothes to dirt and impurities. For this reason, it came from 'Umar (may Allah be pleased with him) that he saw a young man who had let his garment hang down, so he said: "O Abdullah, raise your garment, for it is more pious towards your Lord, and cleaner for your garment." Yes.
