Letting them hang below the ankle is not permissible, but between that [the middle of the shin and the ankle].
As for the 'awrah, its limit is the knee. But if he lowers it below the knee and brings it to the middle of the shin, that is better and further from notoriety and further from the exposure of the 'awrah. Because if it is around the knee, the 'awrah may be exposed due to his negligence or forgetfulness, or because the wind blows and the 'awrah is exposed. So if he lowers it to the middle, that is safer and further from the exposure of the 'awrah. So the lower garment of the believer is to the middle of the shin.
